What does a GA4 and Google Tag Manager setup include?

A proper GA4 and Google Tag Manager setup starts with a measurement plan, then builds a GA4 property, a clean Tag Manager container and, ideally, a server-side container. Every lead, call, booking and purchase is tracked once, tested, and sent to the ad platforms that bid on it.

Most analytics problems aren’t GA4 problems. They are specification problems: nobody wrote down which actions matter, what each event is called, or which platform should receive it.

So we start with a written measurement plan, then build GA4, Tag Manager and server-side tagging to it. Event names follow Google’s recommended events wherever they fit, so reports and ad platforms read them correctly.

  1. Plan: which actions matter, what each event is called and where it goes.
  2. Collect: a dataLayer your site or developers push events into.
  3. Route: GTM web and server containers send events to GA4 and ad platforms.
  4. Respect consent: Consent Mode v2 and a consent banner that actually controls tags.
  5. Prove it: QA in GTM Preview, Tag Assistant and DebugView, then documentation.

If your data is wrong, every decision downstream is wrong.

Broken tracking is the most expensive problem in marketing because it’s invisible. Bids optimize to bad signals, budgets move to the wrong channels, and nobody notices for months.

We audit, specify and rebuild measurement so every call, form, booking and purchase is counted once, correctly, and reaches the platforms that need it.

  • Double-counted conversions

GA4 imports plus native Google Ads tags plus a thank-you-page view: one lead, counted three times.

  • Conversions that never arrive

Ad blockers, Safari limits and consent banners drop browser events, so platforms under-report and under-bid.

  • A container nobody owns

Years of tags from past agencies, no naming, no documentation, and nobody willing to touch it.

How server-side tracking works

Your site pushes events into a dataLayer. Google Tag Manager collects them, and a server-side container on your own subdomain forwards clean, consented data to each platform.

  1. 01 · Website

    • Meta CAPIserver events for Facebook and Instagram
    • BigQueryraw data for dashboards
Server-side tracking architecture: the website’s dataLayer feeds the GTM web container, which sends events to a GTM server container on your own subdomain; the server redacts sensitive fields, deduplicates and forwards conversions to GA4, Google Ads, Meta and BigQuery.

Server-side tagging improves data quality and control. It does not bypass consent: Consent Mode v2 still decides what is sent.

A tracking plan your developers can implement

Every build starts with a written specification: each event, its parameters, where it fires and which platforms receive it. Your developers get copy-ready dataLayer snippets like this one, or we implement them ourselves.

Consent is part of the spec, not an afterthought. For UK and EU traffic we configure Consent Mode v2 with your consent platform, so tags behave correctly before and after a visitor chooses.

  • Event names, parameters and data types defined up front
  • An event_id on every conversion, so browser and server copies deduplicate
  • No personal data in the dataLayer; hashing happens server-side where a platform needs it
  • A QA checklist your team can rerun after every site release
dataLayer.pushA lead event, without personal data
// Fires after a successful form submission.
// No names, emails or health details ever go in the dataLayer.
window.dataLayer = window.dataLayer || [];
window.dataLayer.push({
  event: 'generate_lead',
  event_id: 'lead_8f3c2a91', // matches the server event
  form_id: 'free_audit',
  lead_type: 'new_customer',
value: 150, // expected lead value
  currency: 'USD'
});

Which conversion events should you track?

Track the actions closest to revenue, each as its own event: a submitted lead, a qualified call, a booked appointment, a purchase and, from your CRM, a closed deal. Then mark only the ones that represent real value as conversions in GA4 and your ad platforms.

A typical tracking plan
EventWhen it firesSent to
generate_leadA form is successfully submitted (not on button click)GA4, Google Ads, Meta CAPI
qualified_callA tracked call lasts longer than your qualifying threshold, often 60 secondsGA4, Google Ads
book_appointmentA booking is confirmed in your schedulerGA4, Google Ads, Meta CAPI
purchaseAn order is confirmed, with value, currency and itemsGA4, Google Ads, Meta CAPI, BigQuery
closed_wonA deal or treatment is marked won in your CRMGoogle Ads and Meta as offline conversions

Micro-actions such as scroll depth or video plays stay as GA4 events for analysis, never as primary conversions that ad platforms bid on.

GA4 and tracking questions, answered

How long does a GA4 and Google Tag Manager setup take?

A clean GA4 and Google Tag Manager rebuild typically takes two to four weeks. A full stack with server-side tagging, Consent Mode v2 and BigQuery dashboards takes four to eight weeks, including QA and documentation.

Do I need server-side tracking?

If you spend meaningfully on paid media, sell online, or have UK or EU visitors, usually yes. Server-side tagging recovers events that browsers block, improves data quality for ad bidding and gives you control over what data leaves your site.

Why don’t GA4 and Google Ads show the same number of conversions?

They use different attribution models, conversion windows and counting rules, and Google Ads can include modeled and cross-device conversions. Some gap is normal; a large or growing gap usually means duplicated or broken tags.

Is GA4 HIPAA compliant?

Google does not sign a business associate agreement for GA4, so it must never receive protected health information. For healthcare sites we configure GA4 and ad tags to exclude PHI, usually routing events through a server-side container that strips sensitive fields.

Do you set up Consent Mode v2?

Yes. Every UK and EU client gets Consent Mode v2 integrated with a consent platform of their choice, so tags respect each visitor’s choice and Google can model conversions where consent is denied.

Can you work with our developers?

Yes. We provide the tracking specification, dataLayer snippets and a QA checklist, and coordinate testing with your developers. Or we implement everything ourselves, whichever is faster.

Will our team be able to maintain it?

Yes. You get a documented tracking plan, container notes, naming conventions and a recorded handover session. Most clients self-serve from day one, and we stay available if a release breaks something.
